Precon Workflow State Machine

Summary

Precon manages opportunity evidence until an estimator can make a bid decision. The state machine keeps intake, portal acquisition, document publication, sizing, RFI work, estimator review, and submitted-bid feedback from collapsing into one opaque processing job.

How does an opportunity move from external source evidence into an estimator-ready workspace, and where does the workflow pause when evidence is missing, stale, contradictory, or incomplete?

State Machine

Opportunity Candidate starts with source messages, portals, or solicitations. Portal Assessed determines where authoritative files may live and whether authentication or manual action is needed. Documents Published freezes the document set, precedence, and provenance that downstream interpretation can trust.

Sizing Evidence Ready selects relevant document evidence and produces guardrailed sizing claims. RFI Draftable identifies unresolved questions and possible recipients. Estimator Review composes opportunity context, documents, sizing evidence, RFI candidates, and planning state. Bid Decision and Submitted Bid close the operational loop into capacity and outcome tracking.

Repair loops exist around each evidence boundary. Portal access, document precedence, sizing extraction, and RFI drafting should all expose issues that operators can repair without discarding the whole opportunity lifecycle.
